Domicile: when a state job is closed to you, and when it only looks closed

Eligibility Updated · 8 min read

Two candidates with identical marks apply for the same Rajasthan post. One is considered, one is not, and the difference is a certificate neither exam nor interview can make up for. Domicile is the quietest eligibility rule in Indian recruitment and one of the few that cannot be fixed after the fact.

What domicile actually is

A domicile certificate is a state government's statement that you are a permanent resident of that state. It is issued by the district administration — usually the Tehsildar or SDM — and it is a claim about belonging, not about where your post is currently delivered.

That distinction is the whole subject. An address in a state is not domicile. A rented flat for two years is not domicile. Studying in a state is not, by itself, domicile. What most states look for is continuous residence over a defined period, or birth in the state, or a parent who is domiciled there — and the qualifying period differs from state to state.

"State of domicile" and "district of domicile" on a form

Most people meet these two words for the first time as two blank fields on an application — an exam form, a scholarship form on the National Scholarship Portal, a college admission. The fields are asking one question in two halves.

State of domicile is the state you are a permanent resident of: the state whose government would issue you a domicile certificate if you applied for one today. It is not the state you are living in this year, not the state your college is in, and not the state on your current postal address. A Bihar-domiciled student in a Pune hostel writes Bihar.

District of domicile is the district inside that state where the permanent residence sits — the district whose Tehsildar or SDM issues the certificate. If you already hold a domicile certificate, both answers are printed on it and you should copy them exactly; a district that disagrees with your certificate is the kind of mismatch that surfaces at document verification, when there is no time left to fix it.

How domicile is determined in India

There is no single all-India test, and that is the honest answer to the question. For recruitment purposes each state defines its own rule, so domicile is always determined by the state you are claiming it from. Three grounds appear in almost every state's rules, in some combination: birth in the state, continuous residence there for a defined qualifying period, or a parent who is domiciled there.

What varies is the qualifying period and what counts as continuous — and it varies enough that a candidate who qualifies in one state on ten years' residence would not qualify next door. So do not reason from a friend's experience in another state, and do not reason from this page either. Read the rule of the state whose post you are applying for, then read the certificate you already hold.

Where it is required, and where it is not

RecruitmentDomicile needed?What it affects
SSC, UPSC, IBPS, RRBNoOpen to citizens of India regardless of state
State PSC (RPSC, UPPSC, BPSC, MPPSC, MPSC)Usually yesEligibility for the post, and for state category quotas
State police constable / SIAlmost alwaysEligibility to apply at all
State category quota (SC/ST/OBC of that state)YesWhether your category certificate is recognised there

The second row is where most confusion lives. Some state PSCs allow candidates from other states to apply but only in the General category — your home state's OBC or SC certificate does not travel. Others close the recruitment entirely. Both are common, and the notification is the only place the answer is written.

The rule that surprises people: category certificates are state-specific

A community recognised as OBC in one state may not appear on another state's list at all, and the central OBC list is different again from both. Somebody who moves for work and applies to their new state's PSC can find that the certificate which has served them for a decade counts for nothing there.

This matters more than the age rules people spend far longer researching, because it can remove a reservation entirely rather than adjusting a number by three years. If you are applying outside the state that issued your category certificate, check that specific question before anything else.

The confusions worth clearing up

Domicile is not a category, though the two get treated as one variety of the same thing. Category is about which community you belong to. Domicile is about which state. A recruitment can require both, and neither ever stands in for the other.

Timing catches more people than the concept does. Issue times run to several weeks in many districts, and a form that closes in three is not one you can begin the process for on the day you spot it. If a state's recruitment is anywhere on your list, the certificate is something to hold before the notification appears, not after.

Then there is the residence certificate, which several states issue alongside domicile with different conditions attached and a different validity. They are not interchangeable, and where a notification names one specifically it means that one.

The costliest mistake is quieter than all three: deciding that a domicile requirement you cannot meet is the end of the search. Central recruitment asks nothing about which state you belong to, and advertises far more posts per year than any single state does.

If you cannot get domicile where you live

This is a real position to be in, and it has a practical answer: the central recruitment route is genuinely open. SSC, the railways and the banking exams do not ask which state you belong to, and between them they advertise tens of thousands of posts a year. The trade is usually posting location rather than eligibility.

State-wise lists are still worth reading, because they tell you what a state hires for and when — useful if you expect to qualify for domicile later, or if a family member's domicile applies to you. We keep pages for Rajasthan, Uttar Pradesh, Bihar, Madhya Pradesh and Maharashtra.

Which of these can you actually apply for?

Our checker asks for your home state only where an exam restricts by domicile, and tells you plainly when an answer depends on it rather than guessing.

Frequently asked

What is state of domicile?
The state you are a permanent resident of — the state whose government would issue you a domicile certificate. It is not the state you currently live, study or work in, and not the state on your postal address. If you hold a domicile certificate, the state named on it is the answer.
What does district of domicile mean?
The district inside your state of domicile where your permanent residence sits — the district whose Tehsildar or SDM issues the certificate. Copy it from your existing certificate rather than writing the district you are currently staying in; a mismatch surfaces at document verification.
How is domicile determined in India?
By each state separately — there is no all-India test for recruitment. Almost every state's rules turn on one of three grounds: birth in the state, continuous residence for a defined qualifying period, or a parent domiciled there. The qualifying period differs from state to state, so the rule that matters is the one belonging to the state you are applying in.
Can I apply for a state government job in another state?
For most state PSC and state police recruitment, no — a domicile certificate for that state is required. Some state commissions accept outside candidates but only in the General category, without any reservation benefit. The notification for that specific recruitment is the only reliable answer.
Do central government jobs need a domicile certificate?
No. SSC, UPSC, IBPS and railway recruitment are open to citizens of India regardless of which state they belong to. Domicile only becomes relevant if you are claiming a state-specific quota within a central recruitment.
Is a domicile certificate the same as a residence certificate?
Not always. Several states issue both, with different qualifying conditions and different validity periods. Where a notification names one specifically, supply that one — the other may not be accepted.
Will my OBC certificate work in another state?
Often not. State OBC lists differ from each other and from the central list, so a community recognised in one state may be absent from another's. Check the state's own list before relying on the reservation.
How long does a domicile certificate take to get?
It varies by state and district, commonly a few weeks. Because processing time is outside your control, start the application before a form you need it for opens rather than after.
