Clerical work in a public sector bank is counter-facing and transaction-heavy: cash, clearing, account opening, and the daily reconciliation that has to balance before anyone goes home. It is demanding in a different way from a PO's job — less decision-making, more volume and accuracy under time pressure.
The advantage over PO is placement: clerical recruitment is state-wise, so a candidate applying in their own state generally serves in that state, which for many people is worth more than the pay difference. Language proficiency in the state's official language is tested and is not a formality. Internal promotion to officer cadre is a genuine route and a substantial share of bank officers came in as clerks.
On the state choice, which is the decision that matters most here: clerical recruitment is state-wise, so the state you apply in is broadly the state you serve in, and the local language test is administered accordingly. Candidates who apply to a state purely because they expect a lower cut-off frequently find the language requirement eliminates the advantage.
