Central Sector Scholarship for College Students: The Top 20 Percentile Rule

₹12,000–₹20,000 a year Income up to ₹4.5 lakh MoE Updated
This is the central scholarship with no category condition at all. General, OBC, SC, ST, EWS — the scheme does not ask. It pays ₹12,000 a year for the first three years of a degree and ₹20,000 a year after that, to students who were in the top slice of their Class 12 board and whose family income is under ₹4.5 lakh.

It is also the scheme most often applied for on a misunderstanding. "Top 20 percentile" is not a percentage, and no calculator on any website — including this one — can tell you in advance whether you are inside it.

When to apply

Applications open on NSP after the Class 12 results are out, since the percentile list is built from them.

We have not verified this session's dates, so there is no closing date anywhere on this page. Check scholarships.gov.in ↗ for the window that is actually open — a scholarship deadline copied from a website is how students miss the real one.

Percentile is a rank, not a score

A percentage is what you scored. A percentile is where you finished relative to everyone else who sat the same examination. The scheme uses the second, and it computes it within your own board, your own stream and your own year.

That means the cut-off is different for CBSE and for a state board, different for Science and for Commerce, and different this year from last. In a board where marks run high, 88% might sit outside the top 20 percentile. In a board that marks strictly, 72% might sit comfortably inside it. Both students would be told by a generic "80% required" claim that they know their answer, and both would be told wrong.

The percentile lists are supplied by the boards themselves after results are declared, which is why the application window opens later than the other NSP schemes. Until your board publishes its cut-off, nobody has the number — and a site that offers you one has invented it.

What you can do is check your board's cut-off for the previous year, which is usually published, and treat it as a rough guide rather than a threshold. If you are anywhere near it, apply. The application costs nothing.

Which courses count

It must be a regular degree course at a recognised institution — a full-time programme, attended in person. Distance education and correspondence courses are excluded, and so are diploma programmes below degree level.

Professional and technical courses are included, and this is where the money is most useful: a five-year integrated or professional programme draws ₹12,000 for the first three years and ₹20,000 for the remainder, so the total across the course is considerably more than the headline annual figure suggests.

Students already receiving fee reimbursement or a tuition waiver under another scheme are generally excluded, which brings us to the rule that decides most real cases.

You will probably have to choose, so do the arithmetic

Central scholarships are not payable together. A reserved-category student who clears the top 20 percentile is eligible for both this and their post-matric scholarship, and must pick one.

There is no universally right answer, and the instinct to take the merit scheme because it sounds better is usually the expensive instinct. Compare like this:

  • Post-matric pays your actual tuition, up to the notified amount, plus maintenance. At a professional course with a high notified fee it can be worth several times this scheme.
  • Central Sector pays a fixed amount regardless of your fee. At a government college where tuition is already nominal, a fixed ₹12,000 in hand may well be worth more than reimbursement of a fee you barely pay.

Work it out on your real fee bill for the whole course, not per year, and remember the ₹20,000 band kicks in later.

Continuation depends on your college marks

The award continues year to year provided you maintain a minimum aggregate in your degree — the requirement is stated on the scheme page and is a real bar, not a formality — and provided you meet an attendance requirement. Both are certified by your institution at renewal.

The Class 12 percentile got you in. It does nothing to keep you in. A student who qualifies on a strong board result and then drifts through first year loses the remaining years of the award, and there is no route back.

Worth knowing before you apply

Common questions

Is 80% enough for the Central Sector Scholarship?
There is no fixed percentage. The condition is being in the top 20 percentile of your own board, stream and year, and that cut-off changes each year. In a high-scoring board 88% can fall outside it; in a strict one 72% can fall inside it.
Which category can apply?
All of them. This is one of very few central scholarships with no category condition — the conditions are the percentile, a family income under ₹4.5 lakh, and a regular degree course.
How much does it pay?
₹12,000 a year for the first three years of the course and ₹20,000 a year after that, which makes it worth substantially more across a five-year professional programme than the annual figure suggests.
Can I take this along with my SC/ST/OBC post-matric scholarship?
No, central scholarships are not payable together. Compare the two across your whole course: post-matric reimburses actual tuition and often wins at a high-fee private course, while a fixed award can be worth more where tuition is already low.
Do distance-learning students qualify?
No. It requires a regular full-time degree course at a recognised institution. Distance and correspondence programmes are excluded.
