Domicile replaced permanent residence, and the difference is large

Under the current rules, domicile can be established by a qualifying period of residence in the union territory, or by having studied there for a defined number of years and sat a board examination from an institution in it. Children of central government employees who served in the territory for a qualifying period are covered separately.

Two practical consequences follow. People who could never have applied under the old regime may be eligible now, and should check rather than assume. And guidance written before reorganisation describes a system that no longer operates — discard it rather than adapting it.

The certificate is the eligibility

A domicile certificate is issued by the designated revenue authority on documentary proof of residence or schooling. Most posts in the territory are reserved for domiciles, so for the great majority of vacancies the certificate is not a supporting document — it is the qualification.

Apply for it before you need it. A recruitment cycle does not wait for a revenue office, and candidates have lost otherwise valid applications to a certificate that was still in process.

The Combined Competitive Examination fills the Jammu and Kashmir Administrative Service, the police service and allied posts, through prelims, mains and an interview on a broadly UPSC-like pattern.

Alongside JKPSC, the territory's services selection board handles a much larger volume of subordinate recruitment — accounts assistants, junior engineers, teaching and clerical posts. That is where most of the actual hiring happens, and it operates on its own calendar and its own advertisements.
